Senator
Clark Jolley is an Oklahoman by birth and choice. After graduation
from Del City High School, Sen. Jolley received Music Education
and Political Science degrees from Oklahoma Baptist University before
graduating Law School at the University of Oklahoma. Sen. Jolley
was elected by the voters of District 41 to the Oklahoma Senate
in 2004 and re-elected in 2008. During his first term, he was elected
by his Republican Colleagues to serve as Republican Whip and his
colleagues elected him to serve as Assistant Majority Floor Leader
during his second four year term in the Senate.
In his Senate career, he has served as the Chairman of the Senate
Education Appropriations Subcommittee, the Health and Human Services
Committee and the Health and Human Services Appropriations Subcommittee.
Additionally, he served as the Co-Chairman of the 2011 Senate Redistricting
Committee which passed a bi-partisan plan with over three-fourths
support of the Senate. In addition to his Chairmanship of the Health
and Human Services Committee, Sen. Jolley is the Vice Chair of the
full Appropriations Committee and Co-Vice Chair of the Joint Appropriations
and Budget Committee.
Sen. Jolley is the author of numerous reforms to Oklahoma government,
especially in the areas of education and government modernization.
Just in the area of education, Sen. Jolley is the principal Senate
author of the laws ending social promotion, establishing letter
grades for schools and school districts, providing for better accountability
on testing to ensure accuracy of scoring and is a leading advocate
of school choice and empowering parents in their children's education.
In addition to his accomplishments in education reform, Sen. Jolley
also was the Senate author of the Erin Swezey Act, to cut down on
repeat drunk driving offenders by requiring interlocks to be used
upon multiple convictions and streamlined government by passing
several bills reducing the number of state agencies, boards and
commissions and incorporating best practices from the private sector.
Sen. Jolley is an active Rotarian, where he is a multiple Paul Harris
Fellow, and serves on the Boards of several organizations, including
the Fine Arts Institute of Edmond, the Oklahoma Science and Technology
Research and Development Board and the Board of the Oklahoma Academy.
He has served two years as the Vice Chair of the Education Committee
for the National Conference of State Legislatures and is a Charter
Alumni Council Member of the American Council of Young Political
Leaders. He is a graduate of both Leadership Edmond, Class XVI and
Leadership Oklahoma, Class XX.
In his private life, Sen. Jolley serves on the Worship & Arts
Staff at Henderson Hills Baptist Church in Edmond and teaches in
the MBA Program at Oklahoma Christian University. He and his wife,
Verlyne, have two children in Edmond public schools.
