Schulz was born on March 5, 1964 in Cheyenne, Oklahoma. He received a bachelor’s degree in Agriculture from Oklahoma State University. He is an active member of Oklahoma Farm Bureau, he served as chairman of the Young Farmer and Rancher Committee in 1996 and also worked for the organization for many years as Field Representative. He is a graduate of Oklahoma Agriculture Leadership Class V. He continues to be an active member in the Altus Kiwanis Club as well as the Highland Heights United Methodist Church. He won election to the Senate in a special election in May of 2006. He married the former Reenie Reid. The couple have two children Benjamin and Abby.

He currently serves as the Majority Floor Leader.  Besides his standing committee assignments, he also serves as an Ex-Officio member of the Senate Redistricting Committee.
